These clones, dubbed "Sisters," were all connected via the Misaka Network. With Misaka's DNA, the researchers of the project created 20,001 clones of her, though placed at Level 3, significantly weaker than the real Misaka. Under the pretense of that such an act would help children who were suffering from muscle atrophy, Mikoto Misaka - one of the seven Level 5 Espers - donated a sample of her DNA to the 7th Medical Research Center of the city, unaware that the researchers in truth had a more nefarious agenda in the form of the "Level 6 Shift Project," a project that intended to unlock the possibility of attaining Level 6 in an Esper. In a world where science has progressed well beyond normal human capability, yet where magic exists as well, the metropolis of Academy City is largely populated by Espers with various powers, ranked on a scale of 0 to 5 from weakest to strongest. The Will of the Whole Misaka Network is a minor character from A Certain Magical Index, only appearing in the ninth volume of the New Testament saga.
